Open Carry Loaded was made illegal in CA in 1968 by Governor Reagan. Open Carry Unloaded was made illegal in 2012 by Governor Jerry Brown due to an increasingly large no. of public meetups where people were showing up at Starbucks with unloaded pistols in holsters and clips in clip holders. Invariably this made regular, non-carrying folks VERY uncomfortable and they would inevitably call the police. 9 times out of 10 the folks open-carrying would get into verbal confrontations with law enforcement over the nature of the law. The reason the open carry unloaded law was drafted in 2011 was in order to allow law enforcement to focus on REAL law enforcement than always being called into these social meetups. A common reason that the meetups started in the first place was because of the next to impossible ability to obtain a CCP in CA unless one was "well-connected". For example, it would be impossible for you or I to get a CCP in CA, but Senator Dianne Feinstein has one.

Open carry is an invitation to anyone doing that without proper situational vigilance to have their guns forcefully taken away and potentially used for illegal lethal purposes -- thus concealed carry IMHO makes more sense and is safer for the public. YMMV
