They don't have power, can't make calls out but intermittently can receive them. They should have gotten out when the could because the area won't be very livable for a bit.

Excellent that she is ok. Cape Coral was hit hard and many did not evacuate.
Cell phone service has been spoty, but hopefully getting better soon.
