I'd say the difference is even greater than 25% - but how do you quantify these things, it's very subjective.
However, from a technical point of view: the streaming functionality of Bartok and Rossini is IDENTICAL, but the DAC part is different. While the design principles behind the Ring DAC are the same for both families, the Rossini runs a much newer version (2.0), at higher speeds.
Also, if you were wondering: I've been given to understand that a Rossini > Bartok, even with external (Rossini) clock.
