Speaking of 'hidden tax' what are the maintenance and upkeep required of something like a 20-25kw Generac or other similar unit that is connected to my natural gas line? The amount referred to above seems like a lot for something that largely lies dormant. My home, built last year, is pre-wired for a generator.

It is a personal choice. Nothing worse than extended power outages. I don't consider it a tax but more like insurance.
The annual fee is minimal, it's the installation that's expensive.
