It's interesting that your other two amps are silent suggesting it's not a mains issue. Worth making that point to him.
I also got some input for a very well established and respected service firm that are used to dealing with hi end amplifiers (with no direct connection with Krell). His view was also that there was no 'fault' and in his experience it's luck of the draw with larger transformers. Some are silent and some are not - and no guarantee the replacement would be better and possibly even worse.
