EXT-PRE on E-470 is the direct input to the internal power amp.
EXT-PRE on preamps (select with output selector) just loops through the EXT-PRE input to the output:
balanced in to balanced out or
unbalanced in to unbalanced out,
even if the preamp is switched off (at least on my C-3850).
The whole system is entirely controlled by the A/V receiver.
