I am pretty sure it is to the back of the speaker. With your speakers, you couldn't get the front 6" from the back wall. 
I interpreted that to mean make sure you move your speakers more than that distance from the rear wall. But start with them both on the rear wall of you can. Don't use a tape measure in this process.
If you can't move your speakers more than 24" into your room, just accept that limitation and optimize within your boundaries.
